A brief history

The restructuring of the Polish Armed Forces after 1989 induced the necessity to update and reorganize activities connected with standardization and quality management in the Ministry of National Defence. As a result, in 1992 the process of establishing the Military Standardization Office began.

1993

In 1993, the Military Standardization Office (WBS) was established. Its formation coincided with the completion of the package of acts which caused the reorganization of standardization, quality and metrological activities. The package was enacted on 3 April 1993. On the decision of the Deputy Minister of National Defence, the Military Standardization Office took the coordination function in the Ministry. Władysław Wielowski was appointed Director of the Military Standardization Office. Due to the accession of Poland to the Partnership for Peace program in 1994, the Military Standardization Office had to recognize and coordinate NATO standardization activities. The WBS Certification Unit was directed by Andrzej Świderski.

1996

The importance of tasks led to its transformation into Bureau for Military Standardization Service (BWSN) in 1996. Marian Pławiak was appointed director of BWSN. By virtue of decision no. 39/MON of 20 Sept. of the Ministry of National Defence, BWSN commenced its operation as the only ministerial standardization service. BWSN was responsible for:
  • standardization
  • quality assurance
  • codification

Andrzej Świderski was appointed Director of Quality Assurance Department of BWSN. The WBS Certification Department, and then BWSN Quality Assurance Department was responsible for coordinating processes of the accreditation of testing laboratories and certifying units as well as the process of research and certification of products, within the Ministry of National Defence. It also took care of trainings for Ministry's specialists in the field of quality. In 1999, the Quality Assurance Department, as a management systems certification unit, received the accreditation certificate no. AC 057 of the Polish Centre for Accreditation.

2002

n 2002, due to increasing activity of BWSN Quality Assurance Department and in connection with industry interest for conducting certification processes of quality management systems for conformity with NATO standardization documentation, the Department of Management and Quality Systems (ZSJZ) was established by virtue of decision no. 3/MON of 8 Jan. 2002. Andrzej Świderski was appointed Director of the Department. This decision resulted in several organisational changes which were introduced in order to improve services and meet customers' requirements. Essentially, the activity of ZSJZ is monitored by the Military Centre for Standardization, Quality Assurance and Codification (WCNJiK), which was established on the basis of the Bureau for Military Standardization Service. Marian Pławiak became the Director of the Centre.

2003

By virtue of decision no. 25/MON of 4 Feb. 2003 on the functioning of quality assurance system for defensive products, WCNJiK becomes the National Institution for Quality Assurance (INZJ) (in conformity with STANAG 4107). Thereby, the monitoring of ZSJZ activities is taken over by the institution which is responsible for quality assurance and GQA (Government Quality Assurance) processes within the NATO functioning area in Poland.

Due to increasing customer interest in co-operation with ZSJZ, in May 2003 the Regional Office was set up in Gdańsk. It took over activities connected with certification processes of many companies, especially in the north of Poland.

Systematic participation in forming NATO policy was appreciated and in June 2003 ZSJZ was granted the NATO Commercial and Government Entity Code no. 0100H. It specifies the Department in NATO Codification System (NCS).

2004

On September 23, 2004, EA Multilateral Agreement Committee took a decision on accepting the Polish Centre for Accreditation to the group of countries which signed the EA MLA, in the scope of accreditation of:
  • testing laboratories,
  • calibration laboratories,
  • certification units for systems, products and personnel..

The Agreement was officially signed at the EA General Assembly in Zagreb, on November 24, 2004.
Our Clients can be sure that the certificates under the PCA accreditation are fully recognized in all countries which signed the MLA.

2005

On July 7, 2005, there was a supervised audit of ZSJZ conducted by the Polish Centre for Accreditation. It was monitored by EA observers (European Cooperation for Accreditation). The audit was completed with a positive result, which confirmed the ZSJZ competence as a management systems certification unit.
ZSJZ accreditation was extended in the areas of public administration, education and hotel industry.

ZSJZ was authorised by the Military Centre for Standardization, Quality Assurance and Codification (WCNJiK) (the National Institution in NATO for Quality Assurance), to conduct certification processes for conformity with NATO standardization documents AQAP.

Open trainings became available for ZSJZ Clients.

2006

On June 02, 2006, Ph.D, eng. Andrzej Świderski, the Director of ZSJZ, handed a certificate to the 500th organization, HIAB Sp. z o.o. Among the participants of the ceremony, there were representatives of the Ministry of National Defence from departments such as Armed Forces Procurement Department, The General Staff of the Polish Armed Forces, Military Technical Inspection and Regional Military Representatives.

On July 17, 2006, our certification unit was accredited by the Polish Centre for Accreditation, which allows ZSJZ to verify EMAS systems in accordance with the Resolution (WE) 761/2001 which enables a voluntary participation of an organization in eco-management and audit scheme (EMAS). We are one of the first certifying units in Poland authorised to conduct EMAS verification processes supervised by the Ministry of the Environment.

On September 07, 2006, during the 14th International Defence Industry Exhibition in Kielce, the Minister of National Defence, Radosław Sikorski, handed certificates of compliance with standardization documents NATO - AQAP to 11 organizations.

On September 25-27, 2006, in Gdańsk-Sobieszewo and on November 6-8, 2006, in Zakopane, the 5th Meeting of Quality Management Agents took place. Over 200 participants and guests came to the meeting. Over 20 papers were presented. For the first time, the meeting took form of thematic panels, which was widely appreciated by the participants.

On September 25, 2006, our certification unit was accredited by the Polish Centre for Accreditation, which allows ZSJZ to certify information security management systems (ISMS) in compliance with the requirements of PN-I 07799-2:2005. The first ISMS certification process in compliance with the requirements of PN-I 07799-2:2005 was conducted in BRE Agent Transferowy..

2007

On May 16, 2007, Krajowe Stowarzyszenie Ochrony Informacji Niejawnych (the National Association for Classified Information Security) granted an award "The Leader of Security of Classified and business Information" to ZSJZ, in the category of "Business Information Security".

On June 04-06, 2007, in Gdańsk-Sobieszewo and on October 1-3, 2007, in Zakopane, the 7th Scientific and Technical Conference "Quality and codification in the perspective of integration with NATO and EU" took place. Over 250 participants and guests came to the conference.

On October 1, 2007, ZSJZ was accredited by the Polish Centre for Accreditation to certify food safety management systems (FSMS) in compliance with the requirements of PN-EN ISO 22000:2006
